As I understand it from Al Kenyon, the blogger recording process is an
automated one. The blogger is a voluntary effort of retired former FEMA
staffer. It lives on a very old laptop computer in a back room and the
program which captures the alerts can miss messages, especially if there's a
lot of EAS and WEA activity. It missed the Monday IPAWS RWT tests for the
Pacific, Alaska and Hawaii time zones and a WEA message sent by a Nevada
official for a fire evacuation notice.
I'm thinking we should hold a bake sale and raise a couple hundred dollars
to buy a newer, faster brain for the blogger...
