        There is another factor in some areas:
        Some states hide the plan behind password protection.
        It reminds me of 40 years ago when I put together the
        entire list of RPU and STL use for this state. The 
        state broadcast association wanted me to pay $75 to
        access my own data, as our station was not a 
        member of the assn.
