Which, as I noted earlier, could mean that we have to essentially have
TWO State Plans... the one we distribute and the one the ARS. Not hard
to see how attorneys would have issues with the idea of two plans and
the question of which is "authoritative". Not to mention extra work for
someone at the SECC has to do more work. On the other hand, I agree
with you, a PDF version of the online version may have readability issues.

I would think that would depend on how the SECC is organized in a
particular state. The fact that it has the word "State" in its name and
a cooperative relationship with various government entities is not the
same thing as saying it IS a government entity. I'm not an attorney,
much-less familiar with how 50 SECCs are organized, but my guess is few
if any of the SECCs are subject to open records acts that apply to the
government entities.
