[EAS] IPAWS Tip: Use Weekly Tests

In 2014, our EAS logs were moved to an on-line record and
have been kept there (with backups elsewhere) ever since.

Once a week I review the logs, enter events into a spreadsheet
posted on the webpage, and attach the EAS ENDEC log. The
spreadsheet is also printed out and signed/dated to document
that it's being reviewed by a corporeal being. The process takes
10 minutes (which is what it took when it was being kept manually).

I log everything received and sent, including the weekly tests
incoming from IPAWS. We are an LP-1 for our area as well as
being heard (and monitored around the state via our network).
When someone inquires about our EAS activity (maybe they
missed a test) we discuss it. I generally mention the online logs
which allows them to check without having to track me down.
