Agreed Sid.

It is an academic discussion at this point.
I am not advocating that anyone try to parse out where the attention signal stops being an attention signal and make an air/not air decision based on that.

Just sayin' though.
I think that what Ed offered from the FCC did include wording such that it was about not creating confusion for the audience.
The continuum ranges from a 30 second spot with nothing but the EAS two-tone attention signal all the way to 30 seconds of total silence.
Somewhere in between those two, is a demarcation. The problem is, that demarcation is not defined other than to say how the audio affects someone hearing it.
