That is why I asked the question about precedent where this was vetted by
an actual FCC inspection (not ABIP) and/or NOV resolved in some definitive
manner.

We can all opine practice as we choose, including that of the ABIP
inspectors. It's what the people in DC and wearing the badges interpret
which matters in the end.  Everyone else's opinion is irrelevant.

My next stop is indeed counsel sending them a proposed Station Log form.
My fear is they'll simply say the same thing you're saying...  Hence the
question of asking about precedent here in the trenches.  If I have a case
to research, then it makes the matter far simpler to resolve.
