That might be a good question to ask during a mock inspection.
I always take the position that you're doing it right if it passes muster with an inspector.
In the case of a real FCC inspection (you remember those?) It is their interpretation of the regs that determines if your are doing it right or not. The next best thing is your mock inspector. If he's OK with it, that'll keep the Tiger Team away for another three years.
We all have our opinions about the right way to do something. None of our's matters though because any experience we may have might not apply in your case. It's the guy who generates the citation that you care about.
There is nothing wrong with getting some consensus from other broadcasters, which is what you are trying to do. But don't bet the farm on it.
Of course you can get the opinion of an FCC attorney. But unless he is willing to defend the citation at no additional cost and then pay the fine if he was wrong, I don't see much value in that.
