Clay - I'm not so sure its "all of a sudden". After about 6 years of
CAP+EAS, perhaps we've just finally reached critical mass. Tom Wood
(Monroe) had broached this CAP/EAS race issue back in 2010 within ECIG, but
nobody - including some EAS manufacturers - wanted to tackle the issue then.
Several major TV groups have been wrestling with this issue over the past
2-3 years, essentially opting not to air EAS (except for required codes)
until this is resolved. And, when Minnesota implemented multi-lingual EAS
support, the race between CAP and EAS was on the radar back in 2013-14 even
in that context.
And cable TV has similar concerns, trying to figure out a way forward with
us in implementing an "IP first" solution. Hence, Monroe's continual
raising of this issue of the CAP-EAS race condition, with a more focused
press that included a series of ex parte comments to the FCC starting in
2015.

After 20 years of EAS it's Interesting how it appears that all of a sudden
everyone is interested in when these events are received and whether or not
the CAP message won the race.
