[EAS] Monitoring Assignment Change Contact

For what it's worth - 

Here in the State of Washington - The SECC handles all aspects of Monitoring
Assignments.

We do this in 2-ways - 

1- We have two 'Tab's' in the State Plan (Tabs 5 and 6) that provide a
Matrix to guide participants as to what they can monitor in their area.
Once this is done, we encourage them to work with the SECC to 'nail-down'
what they are actually monitoring.

2- Our Tab 10 is divided into operational areas and this shows exactly what
each participant is monitoring

A member of the SECC (Jon Kasprick) handles this administrative chore

We have not been asking the FCC to be involved with this process for many
years.

Usually the state EAS committee administrator would change monitoring
assignments as these are set by the state EAS plan.
