[EAS] Monitoring Assignment Change Contact

That's usually the case to start the ball rolling.  However, it's more a
waiver than a simple change as the state plan here defines monitoring
assignments by region. Not on a station by station basis.

When we went through this a few years ago, Frank Lucia needed to approve
the waiver. I seem to recall hearing Bonnie Gay mentioned in the past. 
But am not sure if she's the one or if she's still around.
