        That would have required that someone at the FCC 
        actually cared about the users. At the least, a 
        notice could be placed by the "Submit" button
        to say "pressing "submit" in IE will not work"

        How hard could that be?

        Remember, one of the key figures in this went
        on vacation the week the Form One was due.
