Bill,
this (the definition of "immediately") is among the top three or four problems with the FCC that they were about months ago, but they spent their time hiring incompetent contractors to construct a worse web experience than before - and then WENT ON VACATION the week Form One was due.
I sat and watched the GM of a Native American station nearly waste all his time - I noticed he was
on IE - and got him to switch to Chrome. The idiots in DC (I am getting worked up) some of whom believe that all staff sits at their desks and has nothing else to do today expect play games with their web site could not manage to put "Do not use IE" anywhere. Nor did they make it clear how to get to Form Two (you had to load Form One and somehow get Form Two to appear at the top) or Form Three.
I also watched as he was asked what other sources he monitored - and the database showed nothing the first time he tried. He had to wait 30 seconds and try again. Again, no help shown on the screen.
At least he was not plagued by the way some were - when the system decided they were not registered (probably something bad between CORES and ERTS - this was not the time to test that out) and forced them to go though the whole initial process again, and then be told they did not have the right password (the secret number of characters) or the wrong FRM associated with it.
I only wish someone - anyone - with a connection to the sixth floor, would have a conversation with Pai and Friends asking why this can't be fixed. Even the publications based in DC cannot seem to have anyone stand up and ask "what is the meaning of immediate in the EAS world?" enough times to get some action.
The couple hundred emails I got today are proof of hundreds of wasted hours because even the most simple answer is avoided by this FCC, which is suddenly more concerned with pirates than helping those it is supposed to regulate and assist.
