I think it's a strategic mistake to inject technological specifics into the conversation too early.  My concern about the ATSC 3.0 work is that the engineers have been projecting their imaginings of the alerting mission instead of doing a dry-eyed requirements search.  The field is littered with the carcasses of movie-plot designs developed that way.

The closest thing we have to a constant in the whole alerting chain is the human personality at either end.  That's why we designed CAP from social science without trying to optimize it for any particular technology.

So part of this discussion needs to be platform based, and specifically the
capabilities of the receiver.  Different platforms may be moving towards
more granular receiver targeting.  For example, ATSC 3.0 is planning to
support polygons in its Advanced Emergency Alerting capability.  Admittedly,
AEA is not EAS, but could provide a mechanism for targeting smaller groups
of persons.

Similarly with cable and IPTV.  We may be a few years away from some MSOs
beginning to look at more granular targeting of set-top boxes.  Perhaps
ditto with OTT applications.

EAS may be a blunt instrument.  And sometimes you need a blunt instrument.
But, with the potential of Enhanced alerting services on the near horizon,
there may be additional modes of communication over TV and cable.

That's true, Adam.  At the same time, one of the things I've learned from
experience is that frequently the requirement is to alert SMALL groups of
people, and that's where the "granularity" issue comes to the fore.
