Well...it's in part true. In dense cities and other places sweltering in
summer's heat without the benefit of AC, no one would be inside noon-to
sunset. Recall, everything until the late 70's were tube based and
generated more heat inside what would be a hot apartment or house without
AC. So people would not have their radios on. Never mind the ability to
issue voice warnings direct to the public by radio was still only a dream
until the early 80's when solid state circuits made receivers more
practical.
