[EAS] Serving Multilingual audience

Ray - we ALREADY did that in the Omnlingual(tm) module in the DASDEC.  We
can generate the EAS message and audio (TTS) in a long list of languages.  A
number of Minnesota stations are using this for Hmong and Somali, for
example - real exotic languages.  

I did a paper and presentation on this in 2015 at the NAB show.  Then TPT
showed video of how it worked over its various stations.

On channel did English EAS 
A second processed the Spanish NPT 
A third did a Somali EAS message, with Somali TTS
The fourth did Hmong EAS message, with Hmong TTS

But, this is not just a technology question.  It turned out that the "public
warning" lexicon did not map well into the Hmong and Somali languages.
Concepts like "shelter in place" were difficult to standardize.  Words like
"tornado" do not even exist in at least one of the languages.

So, social scientists and linguists, organized through Twin Cities Public
Television, worked with us to create a lexicon with community feedback that
rendered useful - and usable - EAS translations.

They need not have full time employees - just a one time interpretation into
the various languages, then have the box do it from there.  The Fed can even
do it, and I'll bet that working somewhere in our federal government, is
some military guy who already, as part of his job, is an interpreter -
already bought and paid for by our tax dollars.
