[EAS] Read the decision

These folks have been after the FCC for years on this issue.  The Commish
has been asking questions in a number of their doc's for a long time too.
The problem is that the thinking is that the FCC can fix it overnight if
they just would.

Many feel that technical rationale is just a pile of excuses for not doing
what they want.   (Techno-double-talk) 

How do you get a well- meaning group to understand that they are barking up
the wrong tree?

Here in WaState ....The government has gotten involved, likely due to the
fact, at least, one country now can state that a minority are English
speakers.  We now have legislation on the books to enhance public warning
for non-English speakers.      Unlike some other efforts - They are working
with what they have to make this happen - And to make EAS work for them,
they know they have to send the message to the 'system' in the language they
want used.  

Perhaps as a means to head off getting flack from those that don't speak
English or Spanish - The State has set thresholds.    

This is going to be a very long and drawn-out affair to be sure -
