Finally sat down to read the DC circuit's ruling on multi-lingual EAS.

Let me just say the majority got it. They fundamentally understood the
complexity of the matter, never mind the practical station staffing
limitations and origination aspect which is outside the purview of the
FCC. The latter of which is where the multi-lingual alerting crafting
should rest anyway. Broadcaster's "passive" role under the current
regulatory structure prevented the court from doing anything more (at
least without crafting an imposed policy...which they said they would
not).
In any event, the court sidestepped the real problem focusing on the more
technical procedure and process aspect to toss the case.
The amusing aspect is the court in it's well healed legalese took the FCC
to the woodshed for taking so long to address this matter.
MMTC is barking up the wrong tree. They need to get Congress to draft and
pass a bill to do what they want and have originators create the messages.
Under the current political climate in DC, that has about enough chance at
happening as... (insert you own pun)
