I dont think the headphone cable is absolutely needed for FM reception. For many decades we have had successful AM reception in vehicles with an antenna one hundredth of a wavelength or less. On FM that amounts to about 2 inches. I am not saying that this is what cellphone manufacturers should do, only that the headphone cable is more of a connivence for the designer. Would anyone put in R&D and effort to make this happen? Most likely not but it is technically possible IF there is an FM capable chip involved.
