The chip issue is a little more complex than that (per my limited
understanding).  Yes, Apple is transitioning to Intel CPUs.  Older Intel
SoCs did have FM support (3G), the 4G line phased out FM support, and its
not in 5G either.  

Yes, almost all Qualcomm product has FM support.  But even on older Apple
product (where there may be Qualcomm FM chip), its not clear that feature
could even be "enabled" without physical alternation of the innards of the
device.

But, an FM chip makes little difference if there is no way to get an antenna
input into it.  Hence the giant elephant is the widespread elimination of
the headphone jack.

Surprisingly the Samsung S8 included the jack, while most of its
top-of-the-line competition has omitted it.  ASUS is in the market with a
ZenPhone that still has a jack, as does a few Moto and LG options.

The elephant in the room is Apple's multibillion lawsuit against Qualcomm
the company that in the past supplied CPUs. Those CPUs contained the FM
receive capability, there was no so called 'FM chip'. Apple has transitioned
to Intel CPUs which no longer have the FM feature. As of the iPhone 7, Intel
chips were in ATT and Tmobile handsets and Qualcomm in others. IPhones 8 and
X will be at least 70% Intel. A cellphone is not exactly the best device to
