As usual, I got which tones do what, mixed up. :-)

I read your other comments about what the regs require as far as the two-tone signal.
I agree that more clarification from the fed is in order. 
It is somewhat like the issue surrounding the meaning of "immediate".

I'm sure it will all get fixed in the part 11 re-write. ;-P
