One of the problems I spotted early on was the way you had to log into the ETRS.  In order to get a log-in and password to access the ETRS system you needed the FRN and password for the licensee.  For many small stations only the manager or owner would have that information...and at some stations only the FCC attorney would have that information. That's the case for a half-dozen LPFM's & two non-coms (a high school station and a college station) I reported for.

After all, once you have that universal log-in you have access to the entire FCC records and applications for that licensee. So I suspect at small small stations and groups this project got sent off to the DC attorney, or just got stuck on the manager's desk.
