[EAS] Disputed alert system gets upgrade after Wine Country fires

...but that's what we're doing here in Nevada and our polygons seem to work
fairly well. From what we hear in response to WEA messages, the alerts are
going to the towers in the polygons with only a little slop-over. We've had
a couple of cases now where T-Mobile customers in Las Vegas have received
alerts for San Bernardino County, while they were in Las Vegas. That is
probably an indicator of the "fuzzy" technology. Next time, I'll have to ask
these subscribers about the make and model of their phones.

Now I don't know the finer points of what the FCC says about WEA rules, I
have enough to do just to keep up with EAS, but I see a situation developing
that will be similar to what NWS is experiencing with NOAA Weather Radio and
cable companies with "stupid set top boxes"--where the alerting functions
have to accommodate the "last generation" products in the field instead of
just the latest technology. The need to include the older models will
continue to slow down the process of precisely targeting small areas. I'm
down to just one person in my family with a "flip phone" and I don't know if
I'll ever get them to upgrade!
