All this work with ATSC is great - But who is this system going to reach?
In a major quake, with massive power outages, TV receivers (regardless of
their additional capability) will be useless.
Our States wildfires have taken place where there are no TV stations within
hundreds of miles - TV might not as well exist.
Out of necessity, any public warning - AND INFORMATION system must involve
the most simplistic radio out there for the simple reason that 99.9% of
motor vehicles have them. Likely it's their only battery powered device
capable of receiving information.

I am somewhat heartened to see ATSC 3.0 contain a field for EAS message
conveyance in background. The question is whether the TV people will
embrace that over the more intrusive main channel interruption. Such might
allow the individual viewer to tailor the counties they want to see warnings
for in lieu of seeing the whole carrier taken over.
When you start getting into background operations embedded within a
transmission, the door opens for mandatory carriage since it does nothing to
their main revenue stream.
