Clay,
You cite but one post event scenario. But here in the flatlands, severe
weather advance warning would see a significant upwelling of notification
without main channel interruption. This not only applies to warm weather,
but also cold weather (blizzard) events and other advance notification
events (like coastal Tsunami and mountain Avalanche Warnings). Never mind
the non-environmental alerts which would go out where they normally would
not on main channel system. Such as Amber, evacuation orders, or LAE.
And don't forget, they can repeat as needed until the duration expires.
I agree that POST event reach would be severely limited for all the
reasons we know. But one needs to examine the pre-event side as well. I
see significant upside benefit to such a field in ASTC 3.0.
