IMHO there are critical missing links here -
1- The lack of training, at all levels, on how to use all of the various
types of Public Warning Systems we have today - and when to use them.
2- The lack of systems and procedures for Public INFORMATION. There has
been (SADLY) a historic reliance on the electronic media to perform this
task.
Many in the PIO world of EM are very adept at creating Press Releases or
answering questions from the Press as their means of informing John Q. as to
what's taking place.
Our Cascadia Rising exercise graphically exposed this shortcoming. The
notion that the electronic media will be fully operational and staffed is
nothing short of foolish thinking....
The understanding that EOC's would likely have (maybe) 15% staffing ....Why
would you expect the electronic media to be any better off? This was the
basis of a paper I wrote on what I called EPIS. Bill Putney and I have had
parallel thinking about this topic and he, in little Jefferson County
Washington, has put together a system whereby their EOC can remotely operate
a broadcast station to provide Public Information.
Oh how I could go on!

non-vendor training of public safety folks in alert and warning. I'm
pressing internally for us to take another look at that, but there's a lot
of competition both for dollars and for management attention.
