Sounds like the ideal would be a self-configuring, self-healing mesh network... that would reduce the need to invest a lot in hardening any particular station.

I wonder if it might be feasible to construct such a thing using data over FirstNet, so as not to bog down in a battle for spectrum and site development.  That would have the added advantage that there'd be no hard limit on the geographic scope of such an ad-hoc warning grid... given a directory service to discover participants (broadcasters, cable and satellite providers, ISPs and anyone else that wanted to participate) the mesh could be configured dynamically to suit the circumstances.  

In short, let FEMA support the Presidential mission using satellites and PEP and the daisy-chain if they want to continue to bother with it... and support local/state/regional alerts with a dynamic, on-demand warning mesh that can continually configure and reconfigure itself based on operational requirements without regard to administrative boundaries.

FirstNet is just now becoming a reality, so this might be a good time to do some experiments.
