[EAS] [BC] What's the point of LP-1s anymore?

Please don't misconstrue any preference to something like RPU or Part 90
voice. Which as a last resort, could/would do the job to get a message
out.  But would not be the ideal as you note.

I'm thinking more along the lines of private LAN/WAN/VLAN that allows
messages to still get out to the media. Something of a streamlined MESH
system ideally. Or at minimum, p2p to the LP1/LP2 in a broadcast mode.

Sure, the various satellite systems offer that where the satellite is
still active. We both know there are failure modes there as well.  Hence
my preference to keep it terrestrial.

Again, private network...simple and small.

Now, I will also admit that's really only viable where the LP1 and LP2
install hardened facilities...both structurally as well as electrically. 
Let me also add, the above needn't be to a LP-1 or LP2.  It can be between
any local EOC and cooperating LP stations.

The goal being simply to get off common carrier and something with fewer
failure points.
