[EAS] [BC] What's the point of LP-1s anymore?

Local officials don't need broadcast remote capability to originate EAS broadcasts anymore.  Original audio is an option through IPAWS, but your locals don't even need to do that.  It's literally just filling in a computer form.  (New tagline:  "IPAWS. It's easier than eBay!")  And with a little planning that can be done locally, too, not only through FEMA.

Anyway, winter is coming, and I predict that shortly we'll be hearing from folks about how the NWS is doing quite enough!
