That is not unusual for federal laws. Congress usually states general 
goals, and leaves the implementation specifics up to the relevant 
agencies. The PROTECT Act (AMBER Alerts) doesn't directly mention EAS 
either.

It may be security alert theater. But the reality is no industry group 
will go on the record opposing it.
