>The ATIS WEA standard indirectly uses EAS event codes.

That may, however, be subject to change in upcoming revisions of the ATIS J-Standards. The advent of the new Public Safety category for WEA made the use of SAME event codes to infer "imminent threat" eligibility unnecessary, and indeed in some ways problematic.

While I won't presume what ATIS will decide to do about that, I will say that it's been suggested that WEA originators might be given the option to pick directly from among the WEA-native message types (the new State/Local Test, the Public Safety and Imminent Threat, and of course Amber and Presidential although those aren't actually available to local originators).

There seems to be some level of agreement that applying the SAME event codes to WEA complicates things in some unwelcome ways... especially when new codes are proposed seemingly every year.
