For EAS, probably not.

For WEA, it may make a difference how mobile phones process the alert and 
user expectations.  The ATIS WEA standard indirectly uses EAS event codes.

If the intent is to Blue alerts act like Amber alerts on mobile phones, 
more work needs to be done.
