[EAS] Blue Alerts Are Back

I'm a bit confused what people want for Blue Alerts

1. No EAS event code is needed because law enforcement can already send 
Blue Alerts using the LEW event code through EAS (and other notification channels).

2. No EAS event code is needed because law enforcement shouldn't send Blue 
Alerts using EAS at all because news media will already cover the story.

I'm not sure how the public knows there is a breaking event, and should 
check local news media.
