[EAS] Blue Alerts Are Back

Thanks Sharon and Art - this is very useful background.  Hopefully we can
hear from the other "Blue Alert" states as well regarding whether EAS is
current part of their Blue Alert plan, and whether the LEW event code is to
be used for that purpose.

In Virginia, EAS is not part of the Blue Alert planning.  VSP will providing
the information to television/radio stations and partners by fax, e-mail and
text
messaging.  VSP will also notifyg all Virginia LE agencies via VCIN,
Regional Nlets AM message, and blast to all State Police Mobile Data
Computers.  They's also alert the Virginia Fusion Center, VDOT for highway
signage, and Nlets (as appropriate) for communicating with neighboring
states.
