Why would anyone turn off the LEW Event Code? Whatever the reason for the
activation, it can't be good for the public...

There will be a public comment period announced before any final action is
taken. The basic thought was that with a new code broadcasters could choose
to relay Blue Alerts or not without turning LEWs on/off.
