[EAS] Blue Alerts Are Back

There will be a public comment period announced before any final action is taken. The basic thought was that with a new code broadcasters could choose to relay Blue Alerts or not without turning LEWs on/off. 

Agreed....  LEW sounds like the proper vehicle.

 Why can't they just use one of the existing Event Codes like LEW 
 instead of creating a new code which will require broadcasters to pay 
 for an upgrade their equipment?
