[EAS] Attention signal on an RMT

The RWT consists of the header which is the three data burst (duck farts) at the start of the alert.
This is followed by three shorter end of message data burst.

There is no two tone attention signal required with an RWT.
There is no voice announcement imbedded within an RWT.
A "this is a test" announcement that airs before the headers is optional and something the user must program into their equipment (assuming SAGE ENDEC equipment.)
