[EAS] Rochester Station Offers to Charge Cell Phones

In 1992, when I lived there, a major ice storm knocked out power to many areas of Rochester for up to 10 days. There was much criticism of the utility then about the fragility of the electric grid. 25 years later, its playing out again. (This time, it sounds like it was wind and not ice, though.)
