That's my point...the reality impact doesn't often happen to the ultimate
policy creators when isolated from their various constituencies. It's
always 2nd hand information relayed after the fact. Such relay never (or
rarely) contains the first hand experienced impact however.  And when it
does occur, it's still only one, two, or a few out of 535 lawmakers.

Until such a time it happens to the politicians (and military brass) as a
substantial cluster or whole in DC, the lobbyists for the PCIA and
infrastructure owners will continue to exert pressure on the "isolated"
politicians in DC to maintain the deregulated status quo with minimal new
impositions and promote an "all is well, we're on it" condition.
