Yes, and the additional uncertainty about how different broadcasters may treat various codes creates a further incentive to stick with a few well-known ones whose behavior can be foreseen with some confidence.  Again, it's become vary messy.

Good questions and we would have used TOE but WEA does not recognize TOE and
because the emergency manager was sending both an EAS activation and a WEA
message from our CAP platform, he had to use the CDW Event Code. Talk about
inter-agency silos...BTW, the CDW printed out on my Legacy TFT EAS box here
at the house.

Why not use the TOE (911 Telephone Outage Emergency) EAS code, since that is
TOE's purpose?  Or CEM (Civil Emergency Message) for legacy EAS
compatibility?
