[EAS] Nationwide AT&T Mobility 9-1-1 outage

We used the "Civil Danger Warning" code for our WEA message and included the
alternate number for Washoe County (NV) residents to use for emergency
calls. It's also posted on our Nevada EAS Facebook page.
