[EAS] Nationwide AT&T Mobility 9-1-1 outage

There is a nationwide AT&T Mobility 9-1-1 outage.  This affects ONLY AT&T 
mobility customers.

Twitter is lighting up with lots of alerts from many PSAPs and local 
police departments across the country sending alerts through EAS, WEA, and 
subscription based alert systems.  Even though EAS code TOE (911 Telephone 
Outage Emergency) is not forwarded through WEA, some jurisdictions are 
using other EAS codes trying to force messages through anyway.

Twitter is also lighting up with complaints from the public about getting 
multiple alerts from overlapping jurisdictions.
