Which is also a false sense and bad assumption on short fuse high impact
events which require an immediate reaction. Such as a flash flood,
tornado, tsunami, avalanche, evacuation immediate, et al.
This a fly in the ointment of total population assessment. And
particularly complicated in very diverse metros where there maybe 20 or
more distinct languages spoken as a first language. But those languages
together comprise a significant portion of the overall population.
