I'm not 100% sure it was a technical glitch, although there's certainly precedent if it was, and it's a simple explanation. The IPAWS origination tool Riverside uses is combined with a reverse-911 service and also an opt-in service (popular with folks who have weekend properties in the hills.) So without careful interviews with each recipient it's a bit hard to tell which alert they received. I've looked at the original CAP and it seemed well-formed, except that there was no explicit CMAMtext, which shouldn't have been a problem in itself.
Just got off the phone with the supervisor down there... their reverse-911 calling was minimal, he says, reading from his system report... so it's looking more like some sort of routing problem at one or more of the carriers. Also, it appears that the FIPS code entered was for an adjacent county for which they have reciprocal authorization, but which didn't include the drawn polygon. So that's another edge case to look into. <insert predictable SAME-code rant here/>
So, we're going to go down and have an after-action / training workshop down there, with the LECC and everybody we can get (including hopefully their alerting-tool vendor). Which smacks a bit of blaming the victim, but our visibility into the carriers is very limited, so it may be the most we can do.

Emergency officials are blaming a "technical glitch," but don't know what that technical glitch was.
I wonder if two different warnings got picked up? There isn't a "full"
feed channel out of IPAWS, so its difficult to tell if a different alert channel (EAS, WEA, NWEM, Public) had another message. Or a mobile carrier had a tower geo-location mistake and broadcast the message from many towers?
I don't see a Riverside County, CA evacuation IPAWS message on the IPAWS EAS channel feed.
Douglas County, Washington issued a fire warning around 8:28 p.m. for a fire near Palisades Rd. It was correctly coded 053017 (Douglas County).
The polygon box appears reasonable in Douglas County. No complaints in the State of Washington.
