Again, I defer to local emergency managers whether a public alert is
neccessary. I think the Laramie CAP messages were well done.
Assuming a public alert is neccessary, and recognizing its always easier
with hindsight and away from the incident, are there any improvements to
the message for next time? Why? Because its easier to copy from a
template, and modify the template, than writing a completely original
message.
This also needs to be considered for future "public safety information"
alert standards by ATIS and the next-generation EAS.

Instructions: You should keep children and pets inside, and avoid the
area. Wild mountain lions may attack when sick, scared or threatened. If
you see the mountain lion elsewhere, do not approach the animal. Report
new sightings to the Laramie non-emergency telephone number (307)
721-2526.
New emergency message if new alert area, otherwise follow-up messages for
existing alerts should use ADR which does not activate WEA. ADR will
appear in logs and the public alert feed (i.e. social media, etc).
