Yet another example of what I keep saying.  BTW, where is it actually written that LEW is only for alerts about dangerous criminal activity?  Not only are the SAME codes prone to ambiguity, but they're not terribly well documented, either.

So let's see... should we start a rumor that someone is proposing a new event code for dangerous animal activity?  PET, maybe?

Some law enforcement agencies believe "LEW" indicates the source of an alert, and should be used for ANY alert by the law enforcement agency. 
Improved training might help law enforcement, i.e. use LEW for only for dangereous criminal activity, but training won't help public reaction.

The Laramie Police Department issued EAS and WEA alerts for a mountain lion in the city limits.  I defer to the expertise of the police about the danger and need for public warning. The EAS/WEA question is how to best use the system, not whether police should issue a public warning.
