[EAS] Mountain Lion Alert

Some law enforcement agencies believe "LEW" indicates the source of an 
alert, and should be used for ANY alert by the law enforcement agency. 
Improved training might help law enforcement, i.e. use LEW for 
only for dangereous criminal activity, but training won't help public 
reaction.

The Laramie Police Department issued EAS and WEA alerts for a mountain 
lion in the city limits.  I defer to the expertise of the police about the 
danger and need for public warning. The EAS/WEA question is how to best 
use the system, not whether police should issue a public warning.

"The LPD had great intentions when they put the alert out - they wanted 
people to know about the possible danger," Bringer said. "But the way 
people reacted - there were easily 100 people and kids out in the park 
looking for the animal with their cellphones in hand."

carnivores," Bringer said. "You're are not going to outrun even a sick 
mountain lion."
