Gary - I know what you're trying to say, but I think a bit care needs to be
taken re: representations about CSRIC.  

The "we" below really refers to a group of subject matter experts in a
working group that fielded recommendation to CSRIC, rather than CSRIC (the
Council) itself.  By and large the members of the working group were not
voting Council members.  The working group had a subcommittee that created
the draft report, it went up to working group, and then it went up for CSRIC
for a vote. 

So, it's not really fair or accurate to say whether CSRIC did or didn't
agree on the points below.  We can only say that CSRIC approved a report
that was brought up to the council by a working group.
