I did.

The Chair of the CSIRC working group informed me the FCC forbids anyone 
from changing any of the official EAS Handbook text.  So I removed my 
suggestions.

The purpose of a Federal Advisory Committe (FACA) is to give advice to a 
federal agency, including advising when the agency is wrong or has bad 
ideas.  If the FCC just wanted someone to write a handbook, it could have 
hired a contractor and directed them to do what the FCC wanted.
