You are in error here.

Neither the original EAS National Test Handbook or the 2017 release bear any resemblance to the CSRIC product our working group submitted to the FCC.

Our CSRIC version was much more comprehensive although the mandate we were working under was focused on the National level of EAS, we did include detail on state and local.

Gary Timm, a fellow Working Group Member, managed us through a detailed and thoughtful process based on our collective EAS subject area experience.
