Yep, you've described why I think the EAS Handbook is useless as created 
by the CSRIC. You either need a separate manual of Standard Operating 
Procedures with more details, or its all automated an no one looks at the 
handbook for instructions.

But the FCC says every EAS Participant must have an EAS Handbook, soooooo

If your facility sometimes (doesn't need to be every month) orginates the 
RMT for the local area, check the first "This facility sometimes 
originates RMTs," and in the separate instructions (may be a separate SOP 
manual) describe when and how the operator sends an RMT.  If your facility 
NEVER originates an RMT (almost all other facilities), check the second 
box "operators should NEVER originate an RMT."

In either case, also fill out the second section of the page under 
"Receiving the RMT," what the operator does when he or she receives an RMT 
from another source, e.g. the quarterly Surry test and annual tornado 
test.  If its all automatic, just check the received RMT is relayed 
automatically.
